A Voluntary Organizations Active in Disaster (VOAD) is a collaborative network of community, faith based, and nonprofit organizations. It plays a critical role in emergency management by providing coordinated, community-driven support across the full disaster lifecycle: preparedness, response, recovery, and mitigation.
